Increases violent sexual predator registration fees from $10 to $50 for first calendar quarter registration and maintains $10 per registration for subsequent quarters in the same calendar year.

Increases annual registration fees for all other sexual offenders from $40 to $80 per year.

Requires sheriffs to obtain photographs, fingerprints, and full palm print impressions from offenders at time of registration.

Allocates $40 per offender per year from collected fees to counties for development and maintenance of a statewide electronic notification, information sharing and tracking system implemented by the Idaho sheriffs' association.

Maintains existing registration requirements: violent sexual predators register quarterly, other offenders register annually, and offenders must register within 2 working days of moving to a new county or beginning employment/enrollment as students.
