Permits counties with absentee voting facilities that access the Idaho statewide voter registration system and count ballots centrally to conduct early voting beginning on or before the third Monday before election day and ending at 5:00 p.m. on the Friday before election day.

Requires early voters to present identification, sign an election register and poll book, mark ballots in voting booths, and deposit ballots directly in ballot boxes with election officials recording and announcing each vote.

Allows voters requiring assistance to receive aid in accordance with existing Idaho election law procedures.

Prohibits electioneering at early voting polling places.

Mandates counties submit a detailed ballot security plan to the Secretary of State at least 30 days before early voting begins, including requirements that ballot boxes remain locked with numbered seals, records track ballots issued by date, security personnel guard locations, and ballot counting and result release occur only after all state polling places close.
