Replaces the position of "administrator" with a "director" position that the Idaho Dairy Products Commission may employ, who is not required to be a commission member.

Removes fidelity bond requirements for the administrator and establishes bonding requirements for the director and any agents or employees under chapter 8, title 59, Idaho Code.

Revises the commission's duties, authorities, and powers to include investigating and prosecuting violations of dairy product provisions and protecting intellectual property rights being promoted by the commission.

Changes state liability provisions to clarify that contractual expenses incurred by the commission are without state liability, while tort obligations arising from the commission's acts and omissions are binding on the state as provided in chapter 9, title 6, Idaho Code.

Makes technical corrections and revisions throughout the statute, including changing references from "act" to "chapter" and updating various definitional and procedural language.
