Amends Idaho Code Section 67-7408 to revise the Idaho State Lottery Commission's powers and duties regarding methods for selling lottery tickets and shares.

Specifies that customer-operated machines, terminals, or other devices for selling lottery tickets or shares shall only be operated by use of currency or coin.

Maintains the commission's authority to adopt rules governing lottery game types, prize structures, winning ticket selection methods, retailer contracts, and sales distribution methods including machines, terminals, and telecommunications systems.

Requires all rules adopted by the commission to be ratified by the legislature at the regular session following adoption, with unapproved rules becoming null and void on July 1.

Preserves the commission's duties to approve major procurements, approve net income transfers, and enter into written agreements with other states or Canadian entities for joint lottery operations.
