HB 124 Summary

• Changes bond return language from "will" to "may" be returned upon successful parole completion, allowing discretionary return rather than mandatory return.

• Requires request for bond return be made within one (1) year of discharge from the offense for which the offender was serving parole.

• Creates a separate commission receipts fund in the state treasury to collect funds from the bonding process, designated for extradition of parole violators.

• Allows paroled prisoners under interstate compact to post bonds prior to release, posted by the prisoner, family, or other interested party, with forfeiture possible if parole is not successfully completed.

• Bond return amount may be reduced by administrative costs as determined by commission rule in compliance with Idaho Code chapter 52, title 67.
