Establishes annual protection against invasive species permits and stickers required for vessels launching into Idaho public waters, with fees of $5.50 for nonmotorized vessels, $20.50 for U.S. Coast Guard documented or out-of-state registered vessels, and tiered prorated group rates ($30.50-$100.50) for licensed outfitter fleets exceeding five vessels.

Permits and stickers are valid through December 31 of the year of issue and must be displayed on vessels in designated locations; exemptions apply to licensed outfitter fleets exceeding five nonmotorized vessels with signed affidavits and to vessels with valid permits from Washington or Oregon on shared waterbodies.

Department retains up to 20 percent of permit fees for administration, vendors retain additional issuance fees, and remaining fees are transferred to the invasive species fund established in Idaho Code section 22-1911.

Violations constitute infractions punishable under Idaho infraction rules, enforceable by department law enforcement, Idaho state police, sheriffs, city peace officers, and Idaho outfitters and guides licensing board personnel.

Act repeals Section 67-7008A (relating to collection and deposit of invasive species sticker fees) and becomes effective December 1, 2013.
