Prohibits classified and exempt state employees from receiving severance pay upon termination from state service.

Defines "severance pay" as excluding wages, salary, vacation leave payoff, compensatory time leave, and earned administrative leave payoff for employees who resign voluntarily.

Requires all settlement payments to be contingent upon written approval from the state board of examiners and a written waiver by the employee or former employee releasing all claims against the state.

Makes settlement payment amounts, written waivers, and related terms or conditions matters of public record.

Requires state employers to report to the legislature during the next regular session on the number and cost of settlement payments made and to request a supplemental appropriation to cover those costs.
