Amends Section 54-802 of Idaho Code to revise the definition of "School of cosmetology" to specify that schools must be licensed by name by the state board of cosmetology and admit only individuals who meet requirements of section 54-805.

Adds new definitions for "Esthetics," "Esthetician," "Esthetics instructor," "Electrologist," "Electrology," "Electrologist instructor," "Student electrologist instructor," "Haircutting," and "Haircutter" to the cosmetology definitions section.

Defines "Makeover or glamour photography business" as a business offering photographic services where employees apply cosmetic products or arrange hair in connection with the sale of photographic services.

Defines "Retail cosmetics dealer" as a fixed retail business selling cosmetic products where employees apply products to customers in connection with sales without additional compensation beyond the product price.

Declares an emergency, making the act effective immediately upon passage and approval.
