Increases Idaho Health Insurance Exchange board from 16 to 18 total members, maintaining 14 voting members appointed by the governor and subject to senate confirmation.

Board voting members include 3 health carrier representatives, 2 producers, 3 individual consumer representatives, 4 small employer representatives (divided by employee count), and 2 health care provider representatives.

Exchange is an independent body corporate not subject to state purchasing statutes, must be financially self-supporting without state funds, and operates as a voluntary marketplace that cannot mandate participation or impose penalties for non-participation.

Board must contract for annual independent audits, develop procurement policies, hold open public meetings with video/audio streaming, and provide conflict-of-interest disclosures and abstentions by members.

Exchange must submit annual written reports by January 31 to the director, governor, and legislature on activities, bylaws changes, federal health benefits updates, and any fee schedule changes.
