HB 182 - Historical Horse Racing Summary

• Defines "historical horse race" as a past live horse race rebroadcast electronically on a delayed or replayed basis for wagering at facilities authorized to show simulcast and/or televised races.

• Authorizes wagering on historical horse races at licensed facilities with patrons age 21 or older, conducted under pari-mutuel system rules promulgated by the Idaho Racing Commission.

• Establishes distribution of gross daily receipts from historical horse race wagering: 89% minimum to wagering pools and payoffs, 1.5% to the racing commission and designated accounts (including 0.5% to public school income fund and 0.1% to Idaho horse council youth programs), and remaining balance to licensee.

• Requires each licensee to enter into agreements with horsemen's groups establishing the percentage of historical horse race handle dedicated to live horse race purse structure.

• Creates the Historical Horse Race Purse Moneys Fund in the state treasury to hold purse moneys accrued under horsemen's agreements, with perpetual appropriation to the racing commission for distribution and state treasurer authority to invest idle funds.
