Amends Section 1, Chapter 230, Laws of 2012, to revise the appropriation to the Department of Health and Welfare for fiscal year 2013 (July 1, 2012 through June 30, 2013)

Appropriates funds across three divisions: Independent Councils ($4,762,500), Indirect Support Services ($38,279,300), and Public Health Services ($101,973,500), for a total appropriation of $145,015,300

Funds allocated from Cooperative Welfare (General, Dedicated, and Federal) funds, plus specialized funds including the Idaho Immunization Dedicated Vaccine Fund, Emergency Medical Services Fund, and Cancer Control Fund

Establishes legislative intent that Medicaid Readiness Project funding approved February 7, 2013, shall support only "mandatory" changes required by the Patient Protection and Affordable Care Act, not the "optional" Medicaid expansion as identified in the June 28, 2012, Supreme Court ruling

Declares an emergency, making the act effective upon passage and approval
