Removes the restriction that instructional and administrative staff shall not advance on the education portion of the multiplier table for the period July 1, 2010, through June 30, 2011.

Allows staff to earn education credits toward advancement on the multiplier table without the temporary freeze that was in place for that specific fiscal year.

Maintains the existing experience and education multiplier table that assigns compensation multipliers based on years of service and educational credentials ranging from BA to MA+36.

Preserves the caps on statewide average multipliers at 1.59092 for instructional staff and 1.86643 for administrative staff.
