Amends Section 21-515A, Idaho Code, to establish safety and visibility standards for guyed towers 50 feet or more in height located outside incorporated cities or towns on rural, undeveloped, agricultural, or desert land.

Requires guyed towers to be painted in seven alternating bands of aviation orange and white, equipped with flashing lights visible from 2,000 feet, and fitted with marker balls and safety sleeves on guy wires.

Mandates existing guyed towers be marked within one year of the act's effective date, while new towers must be marked upon erection.

Exempts power poles or structures owned by electric suppliers, facilities used by federal power marketing agencies to serve public utilities or consumer-owned utilities, and telecommunications support structures from these requirements.

Establishes misdemeanor penalties for violations of the guyed tower standards.
