Defines "historical horse race" as a race involving live horses conducted in the past and rebroadcast electronically for wagering at facilities authorized to show simulcast and/or televised races.

Declares wagering on historical horse races lawful within the scope of licenses authorizing live race meet licensees to conduct pari-mutuel wagering on simulcast and/or televised races.

Requires licensees to distribute gross daily receipts from historical horse race pools as follows: at least 89% to wagering pools and payoffs, 1.50% to the Idaho state racing commission for various accounts, and the balance to the licensee.

Mandates licensees enter into agreements with horsemen's groups to establish the percentage of historical horse race handle dedicated to live horse race purse structures, with all accrued purse moneys held in the historical horse race purse moneys fund.

Creates the historical horse race purse moneys fund in the state treasury, continuously appropriated to the racing commission for distribution pursuant to horsemen's agreements and commission rules.
