Establishes "performance certificates" as fixed-term, renewable agreements between public charter schools and authorized chartering entities that outline roles, responsibilities, and performance expectations, with initial certificates granted for three (3) operating years.

Expands authorized chartering entities beyond the Public Charter School Commission to include Idaho public colleges/universities and private nonprofit Idaho-based, nonsectarian colleges/universities, with restrictions on how many schools each entity can approve per year.

Creates performance framework requirements including student academic proficiency, student academic growth, college and career readiness for high schools, and board performance/stewardship, with public charter schools evaluated for renewal or nonrenewal based on performance metrics.

Modifies the Public Charter School Commission's membership structure, shifting appointment authority to the House Speaker, Senate President Pro Tempore, and Governor, with members serving four-year terms and limited to two consecutive terms.

Establishes charter renewal and revocation procedures with specific timelines, requiring authorized chartering entities to issue performance reports by November 15 and vote on renewal applications by March 15, with appeal rights to the State Board of Education for denied renewals or revoked charters.
