Establishes the "Idaho Veterans Recognition Act" to recognize the service of Idaho veterans and support programs serving veterans, with priority given to disabled veterans.

Creates the Idaho Veterans Recognition Fund in the state treasury, funded by excess earnings from the Division of Veterans Services, with assets invested according to Idaho's uniform prudent investor standards.

Requires annual transfers on the first business day of July from the Veterans Recognition Fund to a newly created Idaho Veterans Recognition Income Fund, limited to 5% of the fund's average monthly fair market value over the preceding 24 months.

Creates a 7-member Idaho Veterans Recognition Committee (including the 5 members of the Idaho Veterans Affairs Commission plus 2 governor-appointed members) to annually prepare allocation recommendations, with requirements that at least one member be a recent war veteran and at least one be a disabled veteran with 30% or more service-connected disability.

Requires the committee to submit an annual allocation plan by August 1 detailing previous year spending, current activities, recommendations for the following year, and unmet veteran needs; unspent income fund moneys revert to the main recognition fund on June 30 each year.
