Revises the definition of "concealed weapon" under Idaho Code Section 18-3302 to explicitly exclude knives, cleavers, and other instruments primarily used in food processing, preparation, or eating; knives with blades 4 inches or less; and lawfully possessed tasers, stun guns, or pepper spray.

Maintains the existing concealed weapon license issuance requirements, including the 90-day processing timeline, eligibility disqualifications, and 5-year license validity period for licenses issued after July 1, 2006.

Preserves exemptions from licensing requirements for specified individuals including peace officers, hunters outside city limits, publicly elected Idaho officials, and retired peace officers with 10+ years of service.

Declares the act an emergency measure, making it effective immediately upon passage and approval.
