Amends Section 44-1001 to exempt procurement authorized under Section 67-2808(2) from the requirement that contractors employ 95% bona fide Idaho residents on public works projects.

Allows contractors to employ up to 10% nonresidents on contracts employing 50 or fewer persons, while still preferring Idaho residents when possible.

Amends Section 67-2808 to expand the definition of sole source expenditures to include public works construction, services, and personal property (previously limited to other procurement types).

Permits political subdivisions to declare sole source procurement when only one vendor is reasonably available for public works, including situations involving life-threatening emergencies, equipment compatibility, or functional equivalency.

Requires 14-day newspaper notice of sole source procurement in the political subdivision's official newspaper, except for life-threatening situations or those immediately detrimental to public welfare or property.
