Appropriates $1,678,100 to the Division of Human Resources from the Division of Human Resources Fund for fiscal year 2014 (July 1, 2013 - June 30, 2014), consisting of $1,018,500 for personnel costs and $659,600 for operating expenditures.

Authorizes the Division of Human Resources to maintain no more than 12 full-time equivalent positions during the fiscal year, unless the Governor authorizes additional positions, with prompt notification to the Joint Finance-Appropriations Committee.

Requires the Division of Human Resources to pay the Division of Professional-Technical Education from appropriated funds for the cost of providing statewide management and human resources training.

Encourages agency directors and the Division of Financial Management to use salary savings from turnover, attrition, or efficiency efforts to provide merit increases for deserving employees and those below policy compensation levels.

Directs agencies to use one-time funding sources for one-time employee payments and ongoing funding sources for permanent pay increases.
