Authorizes port districts to own, construct, purchase, and operate fiber optic service within or beyond district boundaries for their own use, other governmental entities, and wholesale service to customers.

Prohibits port districts from providing fiber optic service directly to end users and from using eminent domain to acquire fiber optic service or contractual rights from other entities.

Requires port districts to establish separate utility functions with independent accounting for fiber optic revenues and expenditures, and allows them to issue revenue bonds payable from fiber optic service revenues.

Permits port districts to charge rates and set terms and conditions for fiber optic service that are not unduly or unreasonably discriminatory or preferential.

Allows persons or entities receiving fiber optic service to petition the Idaho Public Utilities Commission for review if they believe rates, terms, or conditions are unduly discriminatory, with the commission considering factors like service quality, technical feasibility, and system capacity in its determination.
