Appropriates $5,482,200 to the Public Utilities Commission for fiscal year 2014 (July 1, 2013 through June 30, 2014), consisting of $3,908,300 for personnel costs, $1,505,100 for operating expenditures, and $68,800 for capital outlay

Funds come from three sources: Public Utilities Commission Fund ($5,061,700), American Reinvestment Fund ($221,300), and Federal Grant Fund ($199,200)

Limits the Public Utilities Commission to no more than 50 full-time equivalent positions during the fiscal year, unless specifically authorized by the Governor

Requires the Joint Finance-Appropriations Committee be promptly notified of any Governor-authorized positions above the 50 limit

Encourages agency directors and the Division of Financial Management to use salary savings from turnover and attrition to provide merit increases and target compensation adjustments for deserving employees, using one-time funding for one-time payments and ongoing funding for permanent pay increases
