Appropriates $66,430,500 to the Department of Environmental Quality for fiscal year 2014 across six program areas: Administration and Support Services, Air Quality, Water Quality, Coeur d'Alene Basin Commission, Waste Management and Remediation, and Idaho National Laboratory Oversight.

Authorizes the Department of Environmental Quality no more than 360 full-time equivalent positions during the period July 1, 2013, through June 30, 2014, with any increases requiring Governor authorization and Joint Finance-Appropriations Committee notification.

Transfers $1,500,000 from the Water Pollution Control Fund to the Environmental Remediation Basin Fund in monthly installments for use in Coeur d'Alene Basin remediation under the EPA Superfund contract.

Requires the Department of Environmental Quality to file an annual report with the Governor, Legislature, and Coeur d'Alene Basin Environmental Improvement Project Commission on remediation progress and expenditures.

Encourages agency directors to use salary savings from turnover, attrition, or operational improvements to provide merit increases to deserving employees and those below policy compensation levels.
