Appropriates additional funds to the Department of Labor for fiscal year 2013 (July 1, 2012 – June 30, 2013), including $864,900 for Employment Services, $527,200 for Wage and Hour, $615,700 for Career Information Services, $1,021,800 for Human Rights Commission, and $2,693,600 for Serve Idaho.

Appropriates $17,273,600 to the Department of Labor for fiscal year 2014 (July 1, 2013 – June 30, 2014) across five major programs, with funding from Unemployment Penalty and Interest Fund, Employment Security Special Administration Fund, General Fund, Miscellaneous Revenue Fund, and Federal Grant Fund.

Authorizes the Department of Labor no more than 47.04 full-time equivalent positions during fiscal year 2014, unless specifically authorized by the Governor, with the Joint Finance-Appropriations Committee to be notified of any increased positions.

Encourages agency directors and the Division of Financial Management to approve salary savings for merit increases and to target employees below policy compensation levels, directing that one-time funding be used for one-time payments and ongoing funding for permanent pay increases.

Declares an emergency for Section 1 of the act, making the fiscal year 2013 appropriation effective immediately upon passage and approval.
