Amends Idaho Code Section 23-1031 to allow beer sales to licensed retailers using electronic funds transfer in addition to cash payments, provided the transfer is initiated and completed within 5 business days of delivery.

Amends Idaho Code Section 23-1326 to allow wine sales to retailers using electronic funds transfer in addition to cash payments, with the same 5 business day completion requirement.

Specifies that acceptance of first party checks and debit card payments do not constitute credit extension under either beer or wine sales provisions.

Establishes that any attempt by a licensed retailer to delay electronic funds transfer payment beyond 5 business days following delivery shall be deemed an acceptance of credit, which is prohibited.

Violations of these electronic funds transfer provisions constitute giving or receiving illegal aid or assistance to a licensed retailer under Idaho Code.
