HB 279 Summary

• Amends Idaho Code sections 49-402, 49-426, 49-504, and 67-7008, 67-7103, 67-7104, 67-7122, and 67-7123 to streamline vehicle registration requirements across motor vehicles, vessels, snowmobiles, and off-highway vehicles.

• Requires the Idaho Transportation Department to maintain an identification numbers index for all registered vehicles and check identification numbers against this index when issuing certificates of title for vehicles registered under Chapter 4, Title 49.

• Establishes that certificates of title issued by the Idaho Transportation Department or evidence of prior registration shall serve as sufficient proof of ownership for obtaining vessel certificates of number, snowmobile certificates of number, and off-highway vehicle registrations.

• Authorizes the Department of Parks and Recreation to share registration information, certificate of number information, and prior registration evidence with the Idaho Transportation Department to facilitate cross-registration verification.

• Clarifies that nonresidents purchasing restricted vehicle license plates for all-terrain vehicles, motorbikes, or utility type vehicles must also register those vehicles under Chapter 71, Title 67, Idaho Code.
