Establishes exclusive authority and responsibility of the State Board of Education over state educational institutions regarding financial reporting, allocation of moneys, expenditures, and spending authority for non-general account moneys

Grants the State Board exclusive control over personnel, employment, human resources, land use, development, construction, alteration, equipping, furnishing, repair and maintenance of all buildings

Provides the State Board exclusive authority over insurance coverage, risk management, procurement, purchasing, and information technology

Exempts the State Board's authority from control or supervision by any other state department, board, division, section or unit

Allows state educational institutions to continue existing participation in statewide programs under the same terms as other state agencies, or to enter into written agreements with state departments for services on mutually agreed upon terms
