Appropriates $89,958,400 to the Department of Health and Welfare for the divisions of Child Welfare and Developmentally Disabled Services for fiscal year 2014 (July 1, 2013 through June 30, 2014), with funding distributed across personnel costs, operating expenditures, capital outlay, and trustee and benefit payments.

Authorizes Child Welfare division with 380.58 full-time equivalent positions and Developmentally Disabled Services division with 378.61 full-time equivalent positions, with increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Directs the State Controller to transfer funds from the General Fund to the Cooperative Welfare Fund as requested by the Department director and approved by the Board of Examiners.

Prohibits transfer of trustee and benefit payments funds to other expense classes during fiscal year 2014 and limits Department services to the extent of appropriated funding and available resources.

Encourages agency directors to use salary savings from turnover, attrition, or operational efficiencies to provide merit increases or ongoing pay increases for deserving employees and those below policy compensation levels.
