Appropriates $13,117,400 to the Commission on Aging for fiscal year 2014 (July 1, 2013 through June 30, 2014) from General Fund ($4,466,100), Miscellaneous Revenue Fund ($132,000), and Federal Grant Fund ($8,519,300)

Limits Commission on Aging to a maximum of 14.35 full-time equivalent positions during the fiscal year 2014 period, unless specifically authorized by the Governor

Requires the Joint Finance-Appropriations Committee to be notified promptly of any Governor-authorized position increases

Encourages agency directors and the Division of Financial Management to use salary savings from turnover, attrition, or reorganization to fund merit increases and bring employees below policy compensation levels up to standard

Directs agencies to use one-time funding for one-time payments and ongoing funding for permanent pay increases
