Appropriates $491,726,700 to the Idaho Transportation Department for fiscal year 2014 (July 1, 2013 through June 30, 2014), distributed across Transportation Services, Motor Vehicles, Highway Operations, and Contract Construction & Right-of-Way Acquisition programs.

Authorizes the Idaho Transportation Department to employ no more than 1,814 full-time equivalent positions during fiscal year 2014, with any increases requiring Governor approval and notification to the Joint Finance-Appropriations Committee.

Directs the State Controller to transfer $25,000 from the State Highway Fund to the Tourism and Promotion Fund in the Department of Commerce to support Gateway Visitor Centers.

Reappropriates any unexpended and unencumbered balances from fiscal year 2013 for Contract Construction and Right-of-Way Acquisition, Airport Development Grants, and American Recovery and Reinvestment Act funds for nonrecurring expenditures in fiscal year 2014.

Authorizes the Idaho Transportation Board to transfer up to $4,900,000 from the State Highway Account to the GARVEE Debt Service Fund to pay the state match for the approximately $54,000,000 federal GARVEE bond payment obligation in fiscal year 2014.
