Appropriates $7,484,100 to the Legislative Council for fiscal year 2014, consisting of $6,140,300 for personnel costs, $1,340,600 for operating expenditures, and $3,200 for capital outlay.

Exempts the Legislative Council from object and program transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between object codes and programs, except that legislative appropriations cannot be transferred between funds without express legislative approval.

Reappropriates any unexpended and unencumbered balances from the Professional Services Fund for fiscal year 2013 to the Legislative Council for nonrecurring expenditures in fiscal year 2014.

Limits the amount transferred from the General Fund to the Legislative Fund to $6,149,000 for fiscal year 2014, effective July 1, 2013.

Encourages agency directors and the Division of Financial Management to use salary savings for merit increases and to target employees below policy compensation levels, with guidance to use one-time funding for one-time payments and ongoing funding for permanent pay increases.
