Appropriates $1,931,400 to the Executive Office of the Governor for fiscal year 2014 (July 1, 2013 through June 30, 2014), consisting of $1,728,500 for personnel costs and $202,900 for operating expenditures.

Limits the Executive Office of the Governor to no more than 22 full-time equivalent positions during fiscal year 2014, unless specifically authorized by the Governor with prompt notification to the Joint Finance-Appropriations Committee.

Exempts the Executive Office of the Governor from transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between object codes and programs for all appropriated moneys during fiscal year 2014.

Encourages agency directors to use salary savings from turnover, attrition, or reorganization efforts to provide merit increases and target compensation adjustments for deserving employees and those below policy compensation levels.

Directs agencies to use one-time funding for one-time payments and ongoing funding for permanent pay increases when reinvesting salary savings in employee compensation.
