Appropriates $63,726,200 to the Idaho State Police for fiscal year July 1, 2013 through June 30, 2014, distributed across personnel costs ($41,006,400), operating expenditures ($14,036,900), capital outlay ($5,584,000), and trustee and benefit payments ($3,098,900)

Authorizes Idaho State Police to maintain no more than 497.25 full-time equivalent positions during the fiscal year, with any increases requiring specific authorization by the Governor and notification to the Joint Finance-Appropriations Committee

Directs agency leadership to use salary savings from turnover, attrition, or operational efficiencies to provide merit increases for deserving employees and to target employees below policy compensation levels

Requires agencies to distinguish between one-time funding for one-time payments and ongoing funding for permanent pay increases when reinvesting salary savings in employee compensation
