Appropriates $51,328,500 to Idaho Supreme Court and related judicial entities for fiscal year 2014 (July 1, 2013 through June 30, 2014), distributed across Supreme Court ($6,357,400), District Courts ($20,034,400), Magistrates Division ($16,252,400), and other judicial programs.

Exempts Supreme Court from transfer limitations under Idaho Code Section 67-3511(1), (2), and (3), allowing unlimited transfers between object codes and programs for fiscal year 2014, provided inter-fund transfers require express legislative approval.

Encourages agency directors and the Division of Financial Management to use salary savings from turnover, attrition, or reorganization to fund merit increases and compensation adjustments for deserving employees and those below policy compensation levels.

Directs agencies to distinguish between one-time funding for one-time payments and ongoing funding for permanent pay increases when utilizing salary savings for employee compensation.
