Amends Idaho Code Section 33-1004E regarding district salary-based apportionment calculations for instructional, administrative, and classified staff.

Establishes that 1.67% of fiscal year 2014 funds calculated for instructional staff shall be designated for increasing certificated instructional employees, increasing contract days, or a combination of both compared to fiscal year 2013.

Maintains existing base salary amounts: $23,123 for instructional staff, $31,833 for administrative staff, and $19,058 for classified staff.

Preserves prior provisions including the $30,500 minimum salary for full-time instructional staff and $2,000 annual master teacher bonuses for nationally board-certified teachers.
