House Bill 308 - Summary

• Reduces the ad valorem tax limit for charities fund from ten two-hundredths percent (.102%) to ten two-hundredths percent (.102%) for nonmedical indigent assistance only, removing reference to medically indigent funding.

• Repeals the entire medically indigent program under Idaho Code Chapter 35, Title 31, eliminating sections governing applications, eligibility determinations, appeals, and payment obligations for medical services to the medically indigent.

• Eliminates the catastrophic health care cost program and associated advisory panel procedures for prelitigation consideration of indigent resource eligibility claims.

• Retains county commissioners' authority to pay for necessary medical services for medically indigent residents up to $11,000 per resident per 12-month period and to contract with providers for such services.

• Takes effect on January 1, 2014.
