HB 309 Summary

• Creates a new benchmark plan for low-income adults effective January 1, 2014, covering adults with dependent children and individuals ages 19-64 who were not previously eligible for Medicaid coverage under Social Security Act section 1902(a)(10)(A)(i)(VII).

• Removes "working-age adults" from the existing benchmark plan for low-income children and pregnant women, establishing them as a separate eligibility category.

• Establishes a health benefit plan for low-income adults that must meet mandatory essential health benefit requirements, include patient-centered medical homes as service delivery foundation, and incorporate personal accountability requirements encouraging prevention and disease management.

• Specifies that the benchmark plan for persons with disabilities or special health needs includes working-age adults under age 65 who require specialized services listed in the revised medical assistance program provisions.

• Effective January 1, 2014, with amendments to Idaho Code sections 56-254 and 56-255 regarding medical assistance eligibility categories and health benefit provisions.
