Appropriates $48,126,100 to the Department of Health and Welfare for Independent Councils, Indirect Support Services, and Licensing and Certification divisions for fiscal year 2014 (July 1, 2013 through June 30, 2014).

Authorizes 355.37 full-time equivalent positions across the three divisions: Independent Councils (8.97), Indirect Support Services (283.5), and Licensing and Certification (62.9), with increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Prohibits transfer of trustee and benefit payment funds to other expense classes during fiscal year 2014 and limits service provision to the extent of appropriated funding and available resources.

Requires monthly Medicaid tracking reports comparing appropriated budget to actual and forecasted expenditures, and quarterly reports on Medicaid Program Integrity Unit costs and collections.

Clarifies Medicaid Readiness Project funding supports only mandatory changes required by the Affordable Care Act, not optional expansion; encourages use of salary savings for merit increases and compensation adjustments for deserving and below-policy employees.
