House Bill 324 - Interstate Compact on Educational Opportunity for Military Children

• Repeals Section 33-212, Idaho Code, and establishes a new Chapter 57 creating the Interstate Compact on Educational Opportunity for Military Children.

• Requires timely enrollment of military children without disadvantage due to record transfers, variations in entrance age requirements, attendance policies, grading, or course content differences between states.

• Establishes an Interstate Commission on Educational Opportunity for Military Children composed of one voting representative (compact commissioner) from each member state to administer the compact through rulemaking, dispute resolution, and enforcement.

• Allows military children to continue enrollment in their previous school despite parental relocation to another jurisdiction and prohibits local tuition charges for military children placed with non-custodial parents in different jurisdictions.

• Facilitates on-time graduation by allowing waiver of specific courses completed in other districts and acceptance of exit exams or national achievement tests from sending states in lieu of receiving state graduation requirements.
