Appropriates $91,765,400 to the Department of Health and Welfare's Public Health Services Division for fiscal year 2014 across three service areas: Physical Health Services ($75,969,400), Emergency Medical Services ($11,279,600), and Laboratory Services ($4,516,400)

Authorizes no more than 214.45 full-time equivalent positions during fiscal year 2014, with any additional positions requiring Governor approval and Joint Finance-Appropriations Committee notification

Prohibits transfer of funds budgeted for trustee and benefit payments ($56,370,300) to any other expense classes during fiscal year 2014

Declares legislative intent that the Department provide only those services authorized or mandated by law to the extent of appropriated funding and available resources

Directs the Legislative Services Office Audit Division to conduct a management review of the Division of Public Health Services for fiscal years 2011-2012, evaluating appropriation compliance and assessing conversion from single-fund to multi-fund accounting structure

Encourages agency directors to use salary savings from turnover, attrition, or reorganization efforts to fund merit increases and target below-policy compensation for deserving employees, distinguishing between one-time and ongoing funding uses
