Authorizes the Board of Correction to employ state prison inmates in producing goods and services needed by Idaho public institutions, agencies, political subdivisions, counties, districts, municipalities, schools, and nonprofit organizations.

Permits the board to employ inmates in producing goods and services for the federal government and any of its departments, agencies, or corporations.

Allows the board to contract with retail and wholesale establishments to sell products manufactured by correctional industries, with the exception that printing products may only be sold to public institutions and agencies, not to private retail or wholesale establishments.

Authorizes the board to enter into contracts with other state and federal penal institutions and out-of-state governmental entities for production, manufacture, exchange, sale, or purchase of goods made wholly or in part by Idaho state penitentiary inmates or inmates from other state or federal penal institutions.
