Directs the Idaho Department of Health and Welfare to convene a working group to develop a comprehensive system of care for time-sensitive emergencies including trauma, stroke, and heart attack.

Identifies blunt trauma injuries, strokes, and heart attacks as three of the top five causes of death in Idaho in 2011.

Requires the working group to define system elements, funding mechanisms, and an implementation plan using trauma care as the initial framework with incremental expansion.

Tasks the working group with drafting legislative language for the 2014 legislative session recognizing the need for organized systems of care for trauma, stroke, and heart attack.

Requires broad stakeholder participation in the working group to ensure resulting legislation represents the needs of all Idahoans.
