Idaho Department of Health and Welfare is instructed to investigate creating both a hospital discharge database and an all-payer claims database to collect and report statewide health care data.

The databases would be developed in two simultaneous phases: phase one establishing a hospital discharge database, and phase two creating an all-payer claims database that includes claims data from all major public and private payers across the state.

Department shall establish an advisory committee to create a phased development and implementation plan for both databases and present the proposed plan to the Idaho Legislature within one year of the commission date.

Advisory committee's plan must include a recommendation about the framework needed for the databases, describe governance structure, estimate costs, and propose funding options.

Statewide health care databases would provide policymakers with data to make informed decisions, increase transparency, enable quality improvement assessments at the community level, and allow providers to compare their performance with peers.
