Makes school buses, motorcycles, motor-driven cycles, repossession plates, wrecker plates, and special license plate programs subject to staggered registration for reregistration and expiration notice purposes.

Applies staggered registration to utility trailer registrations for five (5) year and ten (10) year periods costing $20.00 and $30.00 respectively.

Establishes staggered registration requirements for commercial and farm vehicles subject to annual registration fees based on gross weight and mileage.

Effective date is January 1, 2014.
