Removes the July 1, 2005 effective date requirement and clarifies that all applicants for original licensure and license reinstatement must submit to fingerprint-based criminal history checks of both Idaho and federal criminal databases.

Specifies that criminal background reports from Idaho State Police and the Federal Bureau of Investigation shall be used only for licensing decisions and handled consistently with requirements imposed by those agencies.

Changes disciplinary language from "the applicant or licensee" to "an applicant or licensee" for technical consistency throughout Section 54-1413.

Adds "or other professional license" to grounds for discipline when a nurse has had a license suspended, revoked, or otherwise disciplined in any jurisdiction.

Changes reference from "Failure" to "Failed" in the disciplinary grounds regarding non-compliance with board orders, settlements, probationary agreements, and payment of fines or costs.
