Revises the definition of "motorcycle" in Idaho Code Section 49-114 to include vehicles designed to travel on two (2) wheels in contact with the ground that are modified by the addition of two (2) stabilizing wheels on the rear.

Specifies that motorcycles must meet federal motor vehicle safety standards as originally designed and includes converted motorbikes, but excludes motor-driven cycles, motorbikes, tractors, and mopeds.

Clarifies definitions for related motor-driven vehicles including mopeds (limited-speed cycles not exceeding 30 mph), motor-driven cycles (5 brake horsepower or less), and motorbikes (which may be approved for motorcycle registration upon safety certification).

Makes technical corrections to the "Motor home" definition to correct capitalization and formatting of references to the National Fire Protection Association (NFPA) 1192 Standard on Recreational Vehicles.

Declares an emergency, making the act effective immediately upon passage and approval.
