Amends Section 33-357, Idaho Code, to require education providers (school districts, charter schools, cooperative services agencies, and publicly funded online course providers) to maintain publicly available websites displaying expenditures in searchable or nonsearchable PDF, spreadsheet, or database formats.

Requires education provider websites to include annual budgets approved by governing boards, posted within 30 days of approval, and current master labor agreements approved by governing boards.

Mandates expenditure data include entity name and address, amount expended, date, purpose description, supporting contracts and performance reports, and unique identifiers where possible, provided in downloadable open structured data format.

Requires education providers to update expenditure data at least monthly, archive records consistent with state retention laws, and make websites easily accessible from the main provider website.

Applies to records beginning July 1, 2011, with prior data available through public records requests; website content limited to information that is public record or not confidential under state or federal law.
