Designates 29 specific state routes where vehicles may operate at weights between 105,501 and 129,000 pounds under annual permits, with ability to add or delete routes only by legislative approval.

Sets maximum annual administrative permit fee at $50 per vehicle for operating on designated routes, with fees retained by issuing agencies to cover administrative costs.

Repeals Section 3 of Chapter 315, Laws of 2003, which contained reporting requirements to the legislature and a sunset provision for the pilot project program.
