Requires all delegates to take an oath accepting the limitations of authority under the act before being certified by the Secretary of State to participate in the convention.

Establishes a 7-member Idaho delegation appointed as follows: 2 by the House of Representatives, 2 by the Senate, and 3 jointly by both chambers, with a two-thirds vote requirement for delegation decisions.

Mandates delegates advocate for convention rules limiting discussion to proposed amendments within the scope of applications and requiring the convention to immediately dissolve after final votes on authorized amendments.
