Creates a new Idaho Volunteer EMS License Plate Program allowing vehicle owners who serve as emergency medical services volunteers or compensated volunteers to apply for special EMS plates in lieu of regular plates.

Requires applicants to provide proof of current Idaho EMS license and a volunteer EMS provider endorsement signed by an Idaho EMS agency administrator before receiving plates and at each renewal.

Charges a $13.00 fee for initial plate issuance (deposited in state highway account for program administration) plus normal registration fees; renewal requires only normal registration fees.

Allows plate transfers to other vehicles upon payment of transfer fees and does not apply to vehicles with gross weight exceeding 26,000 pounds.

Sample plates may be purchased for $30.00 total, with $13.00 deposited in state highway account and $17.00 in the emergency medical services fund; initial program design costs paid by emergency medical services fund.
