Establishes the "Idaho School Counseling Act" requiring each school to provide one full-time school counselor for every 325 students enrolled, rounded to the nearest 0.25 FTE position as part of annual public school appropriations.

Assigns each licensed school counselor position a multiplier based on years of experience and education level (BA, MA, or Education Specialist/Doctorate degrees with various credit increments).

Credits actual years of counseling service in public schools, accredited private/parochial schools, or accredited colleges/universities toward experience calculation, minus two years, with a minimum of zero.

Allows only credits earned after initial certification from accredited institutions toward the education factor, treating occupational specialist certificate holders as BA-degree prepared counselors.

Caps the statewide average multiplier at 1.59092, requiring proportional adjustment of all school districts' counselor multipliers if the actual average exceeds this threshold.
